Plot in a Nutshell: Steve comes to the rescue of a pair of short-shorts.
Story Summary: Steve is on a boat in the Caribbean Ocean off the coast of Santa Ventura, where his job is to protect a pair of green short-shorts...or help to plant earthquake sensors on the ocean floor. One of those.
The leader of Santa Ventura, Fernando Ferraga, is following them on his ship. He plans to kidnap the Short-Shorts when they stray over the 12-mile limit into sovereign Santa Ventura waters.
Steve dons a wetsuit and enters a submerible for a trip down to the ocean floor to plant the sensors. Unfortunately, one of the crewmen on Steve's boat, Jed Hall, is working for Ferraga and sabotage's Steve's ride. Steve is able to fix the problem by bionically tightening a couple of bolts from inside.
While Steve is below, Ferraga makes his move and pulls Steve's boat over, or commandeers it or whatever it's called when you take someone's boat. He announces at gunpoint that they are being seized and will be escorted to shore.
Jed pretends to try to bring Steve back up and then declares that the winch isn't working. Before they can attempt to bring Steve up manually (whatever that entails), Ferraga forces them to stop at gunpoint. During the ensuing chaos, the short-shorts make a break for the radio room.
The shorts are able to get off a quick mayday call before one of the Santa Ventura gunmen breaks into the room and awkwardly shoots the radio instead of turning it off.
Meanwhile, Steve diligently waits by the phone.
For no particular reason, Ferraga cuts Steve's lifeline. The submersible falls to the bottom of the ocean, knocking Steve out when it hits. Everyone thinks Steve is dead.

When we return, Steve wakes up, puts on his diving gear, and swims to Santa Ventura to rescue the short-shorts.
Meanwhile, the short-shorts arrive on Santa Ventura and are driven to a detention area.
Steve makes it to Santa Ventura and meets up with a guy from the rebel underground named Julio. They concoct a plan for one of them to pose as a guard while the other poses as a prisoner so they can escape.
Julio points Steve to the detention center. He infiltrates the compound and frees the short-shorts. On their way out, they kidnap a Lieutenant and have him drive them back to the boat. A shoot-out ensues and most of the bad guys in the general vicinity are killed.
Steve jumps in the water and sabotages the country's only naval vessel, forcing Ferraga and his men to pursue in a tiny motorboat.
Steve's boat is fast, but it won't make it to the 12-mile limit faster than the motorboat can catch up to them, so he fashions a spear out of a pole and prepares to jump in the water.
Steve damages the motorboat with the spear and it sinks in a comically slapstick way.
