Plot in a Nutshell:
Someone tried to kill Special Prosecutor Lorin Sandusky, and Steve saw the guy that did it. Or did he?
Steve is having a late dinner at a fancy restaurant. In the same restaurant is John Hopper, who makes a call to someone in New York to let them know that he will be killing someone in the restaurant at midnight.
The mark is Special Prosecutor Lorin Sandusky, who is having a late meal with his 3-man team, the names of whom are, I kid you not, Tom, Dick and Gary. Hopper stakes out the roof on the building across the street and waits for them.
Steve leaves the restaurant and waits outside for a cab. Sandusky and his men soon follow and Hopper takes the shot, hitting Tom. Using his bionic eye, Steve gets a perfect view of Hopper on the roof.
Steve runs to the top of the building at bionic speed, but somehow Hopper has packed up his rifle and made it all the way down to the street faster than Steve. Hopper gets away.
Steve checks the police files, but Hopper isn't in any of the mugshots.
Oscar gets a call and he and Steve are assigned to keep Sandusky and his team safe until they have effectively finalized their case against a high-profile mobster.
Meanwhile, Hopper rides an elevator up to his hotel room wearing a brown suit but enters the room wearing a black suit. Which explains how Hopper was able to out-race Steve at the scene of the shooting: Hopper is Batman.
Steve does some detective work, starting by leaning on a stool pigeon.
Then moving on to flirt with a dame.
But he doesn't learn anything he didn't already know.
Later, Steve and Oscar help the lead detective in charge of security escort Sandusky to the court house.
They arrive at the court house and Steve spots Hopper. Steve chases him down and rips the door off the cab he's riding in.
Steve, Oscar and Sandusky all arrive at the police station where hopper is being questioned, but Sandusky has to leave to work on his case.
It turns out Hopper has an airtight alibi, he was on live tv at the time of the murder. The police let him go, but Steve refuses to give up and decides to shadow Hopper.
Steve breaks into Hopper's hotel room, looks at his suits, and then goes to visit Hopper's tailor. The tailor says that Hopper orders two of everything.
Steve leaves the tailor and as he walks down the street someone in a truck tries to run him down.
Meanwhile we cut to Hoppers hotel where there are TWO Hoppers! The secret is revealed!
One Hopper leads Steve around town while the other Hopper, dressed as a cop, goes to the court house to wait for Sandusky.
Using his bionic eye, Steve notes that the Hopper he's tailing has a blemish under one eye, a blemish that wasn't there before!
Having realized the truth, Steve literally runs to the court house.
He leaps on Hopper (hops on Hopper?) and saves the day. He then nabs the other Hopper at the hotel.

Sandusky: "Mr. Austin, were you the person who recognized Hopper on the rooftop the night of the killing?"
Steve: "Yes, I did."
Sandusky: "Amazing. How did you recognize him in the dark like that?"

Let's see, this one is kinda complicated. Three Steves for the overall plot, but minus one Steve for giving away the two Hoppers reveal too early (couldn't it have waited until the very end? We could have figured it out when Steve does), but an extra Steve for the running scene at the end (the best use of sped-up footage since the pilot episode), and one more extra Steve for blatantly using his bionics in public several times (because, let's face it, who wouldn't want to show-off by ripping doors off cars and running down city sidewalks at sixty miles an hour?). So this one earns 4 Steves.
